Provides support for communities, including educational materials, customized action plans, legal representation at the first public hearing, template documents, and public hearing preparation. Ongoing email support is included to guide communities through the opposition process.

Expands on the basic support package by adding legal representation at the appeals hearing, customized advocacy documents, guidance on engaging local officials, and additional public hearing preparation. Communities also benefit from ongoing consultations and direct phone support for more immediate needs.

Offers complete campaign management with frequent consultations, legal representation on up to two appeals, and a legal strategy memo for potential litigation. The package also includes custom advocacy materials such as lawn signs, flyers, and t-shirts to boost community awareness and opposition efforts.
